All of the above regulations already apply to websites that are used purely for presentation purposes. As soon as you offer further functionalities on your website that process additional personal data, you will be subject to additional obligations.
Examples
(1) Registration for a newsletter

(2) Possibility to register to access additional content, such as e-learnings.
In addition to contact data, performance data may also be collected here in the form of the completion rate of learning units or assessments of online tests. You are fully responsible for this data and must of course inform the users in advance about the processing of the data.
(3) Sale of digital content (digital products or paid learning content)
In this case, your website is already an online shop. There are comprehensive legal regulations and ordinances for online shops, as well as different national laws. If you offer this type of content at the latest, you should urgently seek legal and data protection advice.
